Other concerns about the SRG report

The National Council's Committee for Transport and Telecommunications (KVF) is dissatisfied with the Federal Council's public service report. In the summer, it had ordered a supplementary report. Now it has formulated further concerns.

In the additional report, the federal administration should also analyze the development possibilities for private electronic media. This is what the commission demanded by 19 votes to 0 with 5 abstentions, as the parliamentary services announced on Tuesday. By 15 votes to 7 with 3 abstentions, it has instructed the administration to explain what effect an open content approach could have on media diversity.

This would make content from the fee-financed SRG available to private media for secondary use. The additional report will be available at the end of January, according to the statement.

Justification required

First and foremost, the KVF wants to know where there is a market failure that justifies state intervention or a public offering. The administration should also explain which services private providers are currently providing and which they could provide if they were not competing with SRG.

In the summer, the KVF also formulated demands in the form of parliamentary motions. For example, it wants to instruct the Federal Council to ban SRG online advertising even after 2018. And it is demanding more say for parliament in the SRG concession. At the same time, the KVF wants to restrict the SRG's non-licensed activities.

In the fall session, the Council of States dealt with the Federal Council's public service report. It was satisfied with it. If the Federal Council has its way, the SRG should continue to offer a comprehensive public service. In the medium term, however, the Federal Council wants to adapt the model to the Internet age.
